Avis Kowalewski is Vice President of Western Government and Regulatory Affairs of Calpine Corporation with responsibility for advocating Calpine’s position before state regulatory agencies in California and the western states on electricity, natural gas and environmental policies. Ms. Kowalewski manages Calpine’s Western regulatory and legislative staff located in Sacramento and Dublin, California. She joined Calpine in 2001 as a Natural Gas Regulatory Specialist, and was promoted to Regulatory Affairs Manager and Director prior to being named a Vice President in 2006. Ms. Kowalewski began her professional career at Pacific Gas and Electric Company in 1996, working on gas pipeline regulatory issues, electric transmission access issues, revenue and load forecasting and other strategic planning initiatives regarding utility gas and electric procurement. Ms. Kowalewski holds a master’s degree in economics from the University of California at Santa Barbara and a bachelor’s degree in mathematical economics from the University of Wyoming, where she was selected Phi Beta Kappa.
